Where can I find Blackwall Inquisition?
Travel to the Hinterlands; Blackwall can be found southwest from the Upper Lake Camp. He is on the opposite (west) side of the nearby lake so the player must go around to reach him. The Inquisitor will find him rallying a couple of conscripts to fight off the bandits, who will attack shortly afterwards.

Blackwell can be found on the west side of the lake; you’ll need to go around since your character apparently doesn’t know how to swim. Once you’re there, you’ll find him addressing some peasants. Talk to him, and you’ll trigger an easy fight. Afterward, you can choose to bring Blackwell into your party.
