it is quite simple really the engineer would have given the size of the padstone to be used the bearing probably minimum 150mm. The steel should sit directly on the padstone. not on slate it can be packed with steel plates definitely not on expanding foam.

Bear in mind it takes about 28 days for concrete to reach its full strength. The mix described above gives a (probable) crushing strength of about 40N/mm2.
